Honestly I would be a little worried and would consult with my family dentist. Some newborns have been born with a bottom tooth, other children need help with a little procedure to open the gums for the teeth to be able to errupt and in some cases, teeth can be missing congenitally. A pedodontist (childrens specialist) would probably be able to answer this.
